The idea is:
Provide a hook ala workflow.activate but for deactivation.

My use case:
embedded workflowengine. Applications needs to know which workflows are available.
I think it would be beneficial to add this because:
would help in embedded use cases, because a workflow must starts with ta request to a webhook.
If the workflow is not activated the webhook does not exist. So it make sense to inform the partner app, that the workflow was deactivated.
