I figured the same after inspecting the network tab. I have added all the API permissions as you have listed. I have global admin access and I am still getting unauthorised error. I used “Grant admin consent” option in enterprise application as well as app registration screens. Not sure what else I am missing! Been trying to figure this out since last week.
