That could be it, The execution mode needs to be queue, I would recommend double checking your configuration against the docs here: Configuring queue mode | n8n Docs
You also have NODE_OPTIONS set and WEBHOOK_TUNNEL_URL but I am not sure why so you could also remove those as well.
