Is there any plan to have top up packages, for instance I have 5000 execution and need another 2000 or 3000?

It sounds like you’re on the Start plan - so if you need more executions, the course of action here would be to upgrade to Pro 
At the moment n8n cloud is experiencing some issues with provisioning new resources in our data centre, but once that’s cleared up, you’d be free to upgrade and have additional executions
