The error “Active workflow limit reached. Consider upgrading your plan” is from n8n Cloud. Your workspace has hitits active workflow quota (plan-based). New workflows cant be toggled to active until you free slots or the plan actually updates on the backend.
Maybe my suggest is: Count active workflows in Workspace → Workflows → filter Active. Deactivate a few you dont need, then try activating the new one.
