Hi, I’m getting this error even though I still have about $5 in credits and I’ve also subscribed to ChatGPT Plus. I wait a bit, but the node still doesn’t run properly. Has anyone else experienced this?

The error message from openai is explaining the problem well. You are being rate limited.
As you use the platform, your usage tier goes up and you are allowed to use more. See the [link here] (https://platform.openai.com/docs/guides/rate-limits#usage-tiers)
Is there a way to restrict this with a subscription?
Add more funds to your account and wait.
Look at the chart in that link and it tells you what is required to have a higher one. Usually the API and paid accounts are treated separately, but I think they have some Enterprise accounts or something, but you would have to be a big spender for them to make exceptions
Try using a model that takes less tokens until your usage tier rises
