Changing the Workflow itself to UTC didn’t solve the problem.
I can’t change the whole of my N8N to UTC, there are too many workflows with time dependencies that would be broken.
Ah ha! Apologies for the terrible suggestion. 
No, no worries! I was hopeful changing it in the workflow would work, so it was worth trying, and just posted to the team had that feedback so they could better diagnose & fix the problem.
