Whatsapp Business Cloud Tool not retrieving User's number(s)

While WA Business cloud can fetch data from the Meta Business Account, the Tool does not. Any idea why?

the Tool is supposed to be used to send messages to third persons, not as an interface to communicate with the agent, but it doesn’t work. What am I doing wrong?
