If you make an HTTP Get Request of a website, can that website detect it?
For instance, if you make a Get Request of a google search, does Google see that? If so, can they block you in some way?

The quick answer is yes to both, if a site is using analytics or has has access logs enabled they will be able to see every request and it is very easy to block IPs or certain user agents from being able to connect to a site.

Got it. Was wanting to pull in google search results based on certain queries. Might be better to use a tool instead though if its a risk to get blocked from google.

Any tool will have the same risk, I remember using an SEO tool once that fired off a lot of requests and I had to fill out a captcha to use Google for a couple of hours.
