I’d check the ID and token first. This error usually happens when I’m calling //register with the wrong ID (use the phone_number_id, not the app or WABA ID) or when my token lacks access. I’d use a permanent system user token, confirm the system user has access to the app and WhatsApp Business Account, then try registering the number again.
