Do you mean SEPA as in permission to automatically take money from your clients account for a subscription or something similar? In the Netherlands this is called ‘Automatisch incasso’.
I happen to have created something like this for a client. But not sure if this is exactly what you are looking for.

Can you show an example file or documentation? It sounds very simliar to my concept. Anyway, creating an xml file is certainly possible:
