Unable to add second user to workspace

I’m on the Pro Plan and trying to invite a user (email cc’ed) to my Project Workspace.

They’ve signed up, logged in, completed setup, and can access their dashboard. However, their email still doesn’t appear in the “Add User” dropdown under Workspace > Settings > Users.

Can someone help force-link or unlock their email so I can invite them?

What is the error message (if any)?

No error message is shown — the issue is that the user’s email does not appear in the dropdown, even though they have fully onboarded.
