I could delete it before, but recently I can only archive it.

You can still delete an archived workflow if you wish to. In your main Workflows page, go to the filter button on the right side of the page and toggle the “Show archived workflows” button.
There you can see your archived workflows and then, on the 3 vertical dots next to “Archived” you’ll see the delete option
