the features are listed here for the cloud plans.
Self hosted is basically everything except the specifically mentioned features on that page and with unlimted workflows and executions.

It depends where you host and what you build. So we have no way to estimate for you.
If you are a casual user, you can easily self host for less than 10€/month depending on the host.
