ResourceLocator Fields Allow noDataExpression False

Describe the problem/error/question

I don’t believe resourceLocator fields support noDataExpression false, but am looking to confirm. My use case is wanting a field to use resourceLocator to external data sources, but also allow overwriting with data expressions.
