Is it possible to have multiple users in a self-hosted n8n instance who all have “admin” access to see all sub-user workflows? Or is this limited to the owner only at this point?

Unfortunately this is not currently possible but we will keep this in mind for the evolution of our user management feature.
Otherwise, while not directly answering your need, we just released workflow sharing in our premium self-hosted plan. You will still need to manually share workflows but it will give you a more granular access control.
