There is no ETA yet. Your screenshot shows all three course certificates are complete and the Professional Certificate is unlocked, so you do not need to repeat any course.
The certificate page is failing because of the known upstream LMS bug. Once it is fixed, outstanding program certificates should be assigned automatically. Until then, you can use the three individual course certificates as proof of completion.
